Legmeer will ultimately become natural-gas free. This means everyone in the neighbourhood will move to sustainable heating. This change is part of national and local ambitions to tackle climate change, improve energy security, and make the neighbourhood future-proof.
You will not be on your own: residents and property owners will receive advice and—where possible—financial support. The municipality works with local partners and organisations to guide you through this step.
Every resident can move at their own pace towards natural-gas free living. The transition is feasible, especially if you use natural moments such as boiler replacement or renovation.
Legmeer has been chosen as the starting neighbourhood because the switch is most feasible here, technically and socially. Your opinion matters: together we determine the pace and the approach. What is being proposed?
The municipality of Uithoorn aims to be without natural gas by 2050. For Legmeer there is now a proposal: a step-by-step switch to electric heat pumps. A district heating network appears not feasible in Legmeer, while many homes are already reasonably to well insulated and therefore suitable for this solution.
What’s the idea?
A phased approach between 2026 and 2040:
- First we focus on the older, less well-insulated homes (2026–2032) — please see the maps at the end.
- Then the reasonably insulated homes (2032–2038).
- Finally the newer homes (2036–2040).
The current target is to switch off the natural-gas network in Legmeer by 2041 at the latest.
What could this mean for you?
- Owner-occupied homes: you can choose measures for insulation, a heat pump and electric cooking. The municipality actively supports you via digital home scans, collective purchasing schemes and targeted referrals to subsidies.
- Homeowners’ associations (VvEs): receive guidance via a step-by-step plan (Dutch) and referrals to subsidies for collective retrofits.
- Tenants: the transition will be arranged via the housing association or private landlord.
- Entrepreneurs and non-residential owners: can receive advice and join collective actions, and will get a sustainability tool tailored to non-residential buildings.
Support available or upcoming
- Free digital home scan (Dutch) via the Regional Energy Helpdesk.
- Subsidies and loans (ISDE, Heat Fund with low or sometimes 0% interest).
- Local Insulation Approach (LAI) for homes with label D–G and WOZ < €497,000 (with DIY budget, energy coach or reimbursement).
- Extra guidance for those who need it.
Why this proposal?
To decarbonise in time, anticipate high natural-gas prices, improve living comfort and make optimal use of available subsidies and natural replacement moments.
No obligation yet
The switch is voluntary. In 2028 the municipality will assess whether Legmeer will be formally designated as a natural-gas free neighbourhood. Only after such designation could an obligation arise, with at least eight years of preparation time.
Where can residents influence the plan?
Residents and property owners can contribute in several ways. Your opinion matters, so please fill out the survey at uithoorndenktmee.nl (Dutch) (takes about 5 minutes).
There is influence on the pace of the transition and the schedule per sub-area, so that this better aligns with natural moments such as boiler replacement or major maintenance. Residents can also indicate which forms of support they find most useful—e.g., collective purchasing or practical help. In addition, they can help decide which communication channels work best, such as meetings, letters, online information or via Buurtbeheer Legmeer. Finally, there is room to raise concerns and bottlenecks, for example about noise or affordability. The municipality will take these signals on board and reflect them in the final plan and implementation.
